fuel pump noises....it's going bad right? 200 1986

just when i thought i had my problems solved now comes the fuel pump. i know this topic has been beat into the ground but i can't find the exact straightforward answer i need in the archives so i'll ask again.. my main fuel pump is making noises...not a steady constant running noise but a loud...soft...loud....soft....humming buzzing kind of noise... from what i've read this usually means that it or the in tank pump is on it's way out right? which should i count on being the problem though?
