So...questions about effects 200 1983

Alrighty then, here are a few questions I have:

First off, are there any problems using a thing of STP fuel injector cleaner in every tank of gas? I know the liquid contains detergents and other chemicals that do well cleaning, but can it cause any problems if it is used more than every oil change? I always seem to be able to pull out another 30-40 miles from my tank when I use one (probably because of the octane boost). If there are reprocussions, can you recommend a replacement or a better solution?

Secondly, my roommates all have taken on to the steps I had mentioned in my previous post as well, but one of them tends to keep his engine at such low revving (I'm talking below 1500rpm always), that I question whether or not it's paying off first of all, and also if driving like that is really as bad for the engine as I think it is. I tend to try and stay within or just below the power range (which I'm pretty sure is around 2500). Any comments on that?

Thirdly, the manual states that my tank is a 15.8 gallon tank, however I can never seem to get above 14.8 even when I top it off. The other weird thing is that it chokes at random places, like sometimes my car will choke around 14.3, and other times at 14.8. My friend seems to think this is a fuel pump problem, like it could be dirty or slightly clogged, and I'm curious what other opinions are out there before I go diving into the gas system of the car.
