Replacing tag lights 700 1967

Looked in the FAQs but I don't see anything specific to this problem. This is for a 1987 740 turbo wagon. The tag light housing on the driver's side does not exist. Completely empty, no screws, no bulb, lens or connecting wire. On the passenger side (there are two light fixtures), the lens and everything is intact. Will I need to remove the tailgate cover (where I just applied the "rattling door fix for $22.95!, and probably have to do that over again too) in order to get at the light, or can it be done from the outside?
