Chugging start up when cold 200 1989

As the colder weather moves in, my 245 has returned to its surging (rich burning) ways at start-up. Once warmed-up, the surging disappears. O2 sensor?, coolant temp sensor? The replaced AMM has 50K on it now, TB and sparks are clean. The surging occurred last year with the 561 pink ecu and has returned with a 951 ecu.
