soggy brakes 200 1984

Hello,
I recently installed a set of brembo rotors with pbr semi-metalic pads on the front of my 84 gl. I also replaced a leaking master cylinder and my brake booster check valve. Now, I have bled like a gallon of fluid through my lines, but my brakes still feel soggy. They will stop me, but it feels like I am getting close to the floor when I stop. Can anyone tell me what I have done wrong, and/or offer me some suggestions as to how to figure out/fix this?
