Thinking about polishing/ painting Virgos- Help appreciated 200

Hi all, Im thinking about dressing up some virgos, to make them look a little nicer and fit in with the car.
I want to polish the lip and dish of the rim, and paint the spokes black or a dark grey. I think having them all polished would look bad, as would having them all black! The wheels in question are painted silver, but the paint is in bad condition.

Has anyone had any experience with polishing these wheels, i would probably end up using sand paper for the most part and a dremel for the finer areas.
