240 wagon lower suspension control arms 200 1991

Hello - My 1991 240 wagon did not pass NY State inspection. The tie-rod ends and ball joints needed replacing. Since replacing them, the steering is very squishy, the tires squeal around corners and it's just not a good feeling. The mechanic that worked on the car says that the lower suspension control arms are rusted and the new tie rod ends and ball joints are putting a strain on the rusted control arms. Does this make any sense to anyone? Is the car worth fixing? Other than this, it's a great car, 102K miles runs perfectly.

If anyone knows of a Volvo good mechanic in Queens/Brooklyn/NYC that would be helpful as well.
