Carburetor Overhaul but high idle, now 200 1981

Hello All

Have a 1981 B21A. Had Carburetor Overhauled. Car runs great, except high Idle RPM, now. I have unscrewed Throttle Stop Screw and wound Idle Adjustment Screw all the way in, but it remains above 1000RPM.

Crimped Vacuum Lines but it remains the same.

Ideas?
