turn signal lights on with park lights...one side....eh?? 200 1984

hey guys i'm finishing up some work on my brother's '84 245 and have come across the passenger side turn signal lamps both front and rear are dimly lit whenever the park lamps are turned on. i've checked the wires front and rear and have cleaned all the contacts and things but its still there... i thought that maybe it could be a short where the 2 wires may touch or something but have not yet found the problem. any other things i should be looking for? also he tells me that the passenger side signal arrow will just stay lit and glow..not flash. no matter what he does with the switch it will stay like that until the car is turned off. i hate this car with a passion and want to be done with it asap. Thanks as always.
