Fuel pressure regulator bench test 900

Hello everybody,

Has anyone done this before?

I get a brand-new fuel pressure regulator, pull vacuum on the vacuum port, and still can't get any air through the fuel ports, in either direction.

Is this normal? For example, is it possible that even in the presence of control vacuum, the actual fuel valve opens only when it also senses fuel pressure on the fuel rail side? Or is my FPR simply defective?

Any input much appreciated.
