Faulty IAC 200 1989

Hi everyone,
I'm currently having idle problems with my 1989 240 wagon and suspect the idle valve. The car starts and idles great when driven first thing in the morning for the 1/2 drive to work. However if I run the car later in the day the idle surges until I get up some speed then idles fine whether I'm driving or stopped. I've cleaned the throttle body and the IAC and looked for any vacuum leaks. I've tryed the pinch test on the hose and the idle drops and could stall the car out. I understand you should be able to feel the IAC vibrating slightly which I don't. ................so am I on the right track? is it the culprit?
