No 4th gear 700 1991

745 Turbo doesn't drop into 4th gear. Have swapped out the OD relay and the solenoid, each time with no change. Arrow light on the dash goes on and off and I can hear the solenoid click when pressing the shifter button. Am I missing something or am I looking at rebuilding/replacing the transmission?
