Blower fuse fails when using either defroster or air conditioner 700 1989

1989 volvo 760 turbo wagon b230ft. My blower fuse fails when I use either the air conditioner or my defroster. How are the 2 related? Is there a switch or relay that may be causing my problem or is it a larger problem? I can remember when the air condition worked, I would here what appeared to be a switch that would engage before the air con kicked on. Please help.
