Cold RPM Idle Problem 200

I have an 85 B21 ft and at start up when the engine is cold (40 degrees) the engine idles at 900 rpm same when it has warmed up.Shoudn't it idle higher like around 1200 rpm when cold? What cotrols the fast Idle when cold? How do you adjust it. Is there a test of the devise that controls it? Thanks Charlie
