fan pulley cutting timing belt cover 200 1986

Has anyone else had the fan pulley cut into the upper timing belt cover? I didn't notice it until I replaced the timing belt. The clearance is tight, (could I be missing a shim?) and there isn't a bolt at this location to hold the cover away from the pulley.

Since I have a new belt, I'd like to keep it clean and the worn grove in the cover is about 3-inches long. The info on this site was indespensible for belt and seal replacement. Thanks.
