Hole under floor board 1975

Under the car, looking up just in front of the jack point, there is a 2" hole with what looks like a thin piece of aluminum to keep water out. Mine has been pushed up and is loose.
My question is how to get the aluminum back down to where it belongs so that I can drive on wet pavement and not get rusty floor panels.
