How to de-flood? 200 1990

Have plugs fouled-won't start. A couple wks ago it wouldn't start, had it towed to a Volvo expert, they said it was flooded, but don't know why. They cleaned plugs, drained gasy oil and it's been OK for 2 wks. I replaced plugs today, but how do I de-flood? I pulled fuse 6(fuel pump) and cranked a little to burn excess fuel, then replaced fuse and tried it but still won't start. Ideas? Thanks
