steering vibration at low speeds 900 1995

1995 965, 135k miles. At low speeds (like parking) there is a vibration in the steering wheel. The vibration/buzz is very similar in sound and frequency to the vibration in the brake pedal when the ABS actuates. no vibration when the car is stopped, no vibration when the car is at speed; this vibration only occurs at low speeds, and is intermittent. Steering effort does not increase appreciably when the vibration is occuring. Steering effort is fine in all other occasions. It sure seems to me like the belt is slipping. However, the vibration occured both before and after I replaced the serpentine belt and the tensioner. I did not replace the idler as part of the belt replacement. Fluid level is OK whenever I check it.
