tough power steering, improved when raining 200 1987

I have a 1987 Volvo 240 Wagon with a problem which makes steering really hard and bumpy. The wheel gets so stiff sometimes, that it doesn't roll back when I make a turn. However, the problem seems to improve when I do an under-the-car car wash or when it rains. Is there any way I can avoid steering rack replacement (lubricate some part?)? If not, which part of the steering rack would I need to replace (the whole rack costs about $200, and I bought my car for $700...:)
