Alternator problems can't figure it out 200 1990

I have a friend that comes over to the house to talk 240 Volvo's from time to time.The problem with his car is that the Alternator went out and now he has put 3 bosch rebuilds and has this new problem.When he turnes on all the power to the wipers heater and radio the lights come on in the dash telling him no charge.I checked the alternator out put with full draw and it gets down to say 12.7 volts.He doesn't have any blown fuses and we did a draw test with a test light and that checked good.Is it possible that some of the fuse have gone bad and aren't letting the elec.flow are what else could be this problem. I'm open for any answers on this an maybe one of you have had the same problem.When that is no draw on the altnator and the engine running I get 14.2 volts.
