544 Heater Fan 444-544

The heater fan on my 64 544 only has one speed on either of the switch settings. Could it be the switch itself? It appears to be the slower of the two speeds. Doesn't the 544 heater fan have two speeds like a 122? What is the most common drop in upgrade? Appreciate your expertise.
