RPMs vs. Turbo boost for mileage 900

Hi! I am very dissapointed with my newly-acquired 944 Turbo's mileage. I am getting 14.5 mi/gallon driving in the city! My country recently started mixing ethylic alcohol with gasoline as a measure to reduce pollution and gas consumption; could that affect negativelly mi mileage? People at the pump tell me it's the opposite, as the new 'biofuel' has a higher octane.

I am also planning (as suggested on the FAQs) to clean the throttle body, does this help increase the mileage? What other key parts should I clean/adjust?

Finally, my city is in a valley (cali, colombia) hence I do some daily driving uphill. When I do this, I disable the overdrive, and the car can take the hill in third gear, with help from the turbo (1/4 white area) at about 2500-3000RPMs. Is this more efficient (mileage-wise) than lowering to second gear (3500 RPMs) but having the turbo on the black area? Same question applies to whether using turbo boost or kickdown to overpass a car. Which has a lesser impact on fuel consumption?

Any other ideas on how to increase the miles per gallon this car does?

Finally, is it true I have to wait with the car idling for more than a minute before turning it off, so that the turbo cools down?
