240 DL Vent Issues 200 1989

Greetings all. I've got a 240 DL that we're trying to fix up and we've noticed that the air vent is always on and blowing. The heater or the AC can be off, but the vent is still blowing. Is this normal for a 240, or is this indicative of a problem?

I've looked in the forums, but I haven't seen this question asked. I've also looked it up in my Haynes handbook, but it's not addressed. Sorry is this is a boneheaded question, but I'm at a loss. Thanks for any info!
