water in heater motor 700 1987

My 1987 740 GLE has a problem with water getting into the heater motor. I replaced the motor in August after it quit and thats when i first noticed the problem. Yesteday after blowing two fuzes, I discovered the same problem, only due to freezing temps, the water was now ice. After thawing out the motor and replacing the fuse all is well. How is the water getting to the motor and what to do about it?
