Removing bumper supports 200 1984

I have remaoved the aluminium bumper from the 84 (amazingly light), but I would like to get the shock absorbing supports off also. I have removed the 2 bolts facing forward on the supports, but they do not pull off.
Pull harder? Or is there something else holding them in/on?
