Power Steering trouble 240 1990 200 1990

1990 245 DL. Power sterring (or assist?) seems to be going out. It's hard to turn when going slow, about like when the engine is stalled, etc... Belt I think is OK. PS fluid is fine, just where it's always been (full).

What should I check, where should I begin?
