No start, or hard start then quits 200 1990

Engine is flooding itself when cold and won't start or runs rough and quits.
Problem started as the temps started dropping here in Eastern WA, was hard start, now no start.
Replaced AMM sveral months ago. Can I check the engine temp sensor somehow?
Other thoughts?
