daytiem running lights on an 86 740 turbo? 700

The Volvo i'm considering purchasing, has a funny little green light on the dash, when driving. For some reason, the highbeams are dimly lit when the lowbeams are switched on. My guess for this, is that these are the daytime running lights fitted on the 86 Volvo Turbos.

Either that, or there's a problem in the 740's electrical system.

What do you guys think it is?
