Stiff steering during cold weather at start-up 700 1986

Finally got some cold weather down here in South Texas (30's F). At start-up the steering on the 86 745 is very stiff and fitful...after warmup, it's OK. I added a small can of Luca's Reconditioning oil to the reservoir this summer. Could this be thickening up the steering oil?
Or is it time to replace the rack?
Or pump?
Any body been here before?
