What exactly does the 'vacuum tank' do? 200 1980

See the picture. The odd white roundish looking thing:



Mine isn't broken or anything, I just can't really figure out what it's purpose is. I don't understand why one couldn't just hook up the vacuum line from the intake manifold directly to the duct controls switch.
