Short Short and interior bulbs 700

I have an extremely short short in my right hand lights (front, rear, and interior) fuse. It initially was only occasionally (once in 3 months, then occasionally more, then a whole lot, then every time the lights are on.) My brake lights do not pop the fuse, but as soon as I flip the light switch (running lights too) it Goes POP. I believe this is fuse 22. Low right-most fuse on the 1990 fusebox.

This fuse has: Front and rear passenger running lamps. Passenger brake lamp. tunnel box lamp, glovebox lamp?, climate control lamp, shift indicator lamp, ashtray lamp, etc. I also noticed that the majority of my lamps are burned out, but the sylvania replacements I can find are only clear. My OEM are green coated. is this a ... DEALER ONLY part?!?!

I'm going to open up the dash to do this fog lamp project (another post) but I'm really focused on fixing this before the new year.

My plan is this: disconnect the batt and cover the ends. Find where all the wiring meets before feeding into the fuse. At this point, use my ohmmeter to test for contact between all points and then rewire that section. That sounds so easy, but it's like an hour to get that far into the dash and then hours to test and rewire. Does anyone see any problems with this? The ground is all body-ground, so this should work. The only way I can have this happen is powerwire-groundwire or powerwire-body. If I can find this, then I can fix the problem. I hope. With the Batt disconnected, I can be sure to not find any false readings offered through a switch.

Before I do this, should I check the relay? Also, I have the Chilton book for 1990-1993 (yes, it does exist, it's just out of print) and I need to find the firewall passthrough points. Does anyone know?
