Fuel Pressure 700

I am trying to determine which fuel pump is not working(maybe both), and I disconnected the line at the filter outlet side. When the motor is cranked fuel flows out of the filter but does not appear to be under pressure as I would expect it to be. Is this normal, or should it be under pressure?
