1990 740 strange windshield wiper problem 700

My 1990 740 has a strange problem with the wipers. When I turn them on regular speed, the washer comes on with them. If I turn them, On, then off, then on again they work fine without the washer coming on. Has anyone else had this problem? Should I replace the wiper switch?
