Fuel loss, Spitting fuel. 140-160 1974

Since I have owned this 74' 142 it will spit fuel up when filling if pump is not run slowly and it appears to be loosing fule from the gas cap area when I am driving. When I purchased the car all of the paint inside of the fuel door area was gone, apparently as a result of fuel in that area. I have had the problem with pumping, which is solved by very time consuming fills. Recently I washed the car then drove to work and found that there was fuel on the side of the car from the cap. Shoudl I replace the rubber gasket under the cover locking ring? The cap seems to lock well, its gasket is in good condition. When I purchased by 74' 142 it wouldnt restart when it was warm, this was solved after I replaced the fuel pump. It appears that this fuel expulsion happens in quantity because soemtimes when I am on the highway, particularly traveling fast (i.e. 90mph+), I will suddenly loose a quantity, in the range of 1/16 of the gauge reading. What could be causing this?
