Regina mystery device question (on fuel pump)

So yesterday I found myself replacing the fuel pump on my Regina-equipped '93 940. Surprisingly, it was not the nightmare I was expecting - it all went pretty smoothly, despite working down a 'rabbit hole' in the trunk.

I was rather confused by the existence of a device on top of the fuel pump - a half plastic, half brass, two-humped contraption that joins the top of the fuel pump to the hose leading to the gas tank cap. I thought maybe it was a check valve, but it does not look like the fuel flow can be interrupted at all. Is it an overpressure bleed valve? Anybody know?
