Cannot program remote. Problem with alarm or central lock? 900 1996

When I cycle the car on and off 5 times to program my remote, the red light does not come on or blink. All doors and tailgate were closed. It DOES however come on when I lock the car with the key - as you would expect. All doors lock and unlock appropriately with the key. Do I have the wrong procedure in mind for programming this remote? Or do I have some other problem? Any help would be appreciated. Thanks.
