wheel noise/parking brake 900 1996

when coming home last night my rear right side wheel started making a scrubing noise then a loud knock sound followed like the wheel was coming off so i stop to check it and everything was tight but then i check the parking brake by pulling it all the way up and it was not working at all. my brother said that something from the parking brake may have broke inside somewhere?now the wheel is locking up. 96 960 volvo
