Strange Electrical Problem 240 200 1991

Have been having multiple problems. Hope they are all inter-related. Strange occurance started happening today. I turn the key to the on position, but not start. The speedometer needle ramps up and the odometer begins to tick away adding miles to the odometer with the car off. That is the best I can explain it.

Other problems may be inter-related. Car won't turn over. Replaced fuel relay, but fuel pump does not energize when ignition is in the on position. Battery has been drained. I feel there is an electrical short (hense battery drain and freaky speedo an odo action.
