There is a short somewhere causing fuse 15 to blow and the driver's side tail light not to work. I am thinking of directly running a fused wire between the light switch and the tail light and bypassing the shorted circuit. One negative is the bulb working sensor will not monitor the new cicuit.
testing:
I ran a continuity test with a multimeter between the fuse 15 terminals with the battery still attached and continuity was positive when any of the two clips near the fuse were attached, but continuity was negative when no clips were attached. I ran the same continuity test at fuse 16 (which is almost symmetric-minus the licence plate light) with clip(s) attached and there was no continuity. I couldn't come to any solid conclusions and so I can't find the cause of the problem. If anyone has any testing suggestions before I bypass the circuit with the method mentioned above, that would be greatly appreciated.
