240 died - I'm stumped 200 1990

My 240 wagon died at a stoplight - it was running fine (just put on a new timing belt and replaced the intermediate shaft seal) - now I can't get it to start.

I've sprayed starting fluid in the intake and it starts, so I know it has fire and air. So I checked all the fuses, they look OK.

When I turn on the key I don't hear the fuel pumps start, so I removed the fuel relay and jumpered the contacts- both fuel pumps appear to be working.

When I turn the ignition on I can feel the fuel pump relay engage, or atleast it feels like it's clicking, so I assume that is OK.

Bottom line - when I turn on the ignition, the pumps don't run and of course the engine doesn't start. BUMMER!

Any good ideas? Have I overlooked the obvious?
