93 240 stalls after warm restart 200 1993

My 93 240 won't idle after it has been running, is switched off and then re-started again within less than 5 minutes. It can be driven with two feet, one foot on the gas to keep the idle up when the other is on the brake. After running 10 minutes or so, idle is ok again. It wouldn't be a problem but I can't go through NJ state inspection, as I have to turn the car off, get out and let them drive it down the test lane.
