Failed NJ Emissions Test - Now What ?? 200

Hello. This morning had my '86 240 DL sedan stick shift with 163,000 miles inspected. Passed everything else fine except it failed emissions test. NOx reading was 2532(standard is 1273), HC was 62(standard is 167), CO% was 0.10(standard is 0.94). What can I do to lower NOx so as I can get it re-tested and pass ? Replace the oxygen sensor ? How do you test the oxygen sensor ? Timing ? Retard it ? Catalytic converter ? Replace it ? Disconnect(& plug up) the vaccum line at ignition computer for re-test ? Any & all help, advice, ideas would be greatly appreciated. Thanks.
