If piston seized then can it be pressed in for new pads? 700 1990

I suspect a seized caliper because the wheel won't spin freely, so I removed the old brake pads (wheel turns freely without pads) and used a clamp to press the caliper back in. It went back in fine. Would a seized piston not be able to be pressed back in? Does seized or stuck imply the piston is unable to move at all?
