New brake light switch needed? (Volvo 240DL sedan) 200 1989

Hey everyone,

Both brake tail lights and the high brake light stopped working a few weeks ago. The tail lights work when I switch the car's lights on, but they don't get brighter when the brake pedal is pushed. I checked the fuse (it's fine) and even tried changing it but no luck.

I was looking through the Bentley service manual and tried the continuity test on p. 300-5:

...but I'm not sure how to interpret the results I got.

Bentley says with the brake pedal depressed there should be 0 ohms. So far so good:

However, it also says that when it's in the rest position there should be infinite ohms. My multimeter showed -0.36 Mega ohms (I think):

So... would this mean there's a short circuit somewhere, or should I replace the brake light switch?

Any tips would be appreciated :)
