no power to pump 200

Pump only runs when I use jumper on #4 fuse. I have new relay and 2 561 ecu's. CEL light indicates 113 and 231. O2 sensor doesn't have anything to do with pump running does it? I have inspected fuses and panel. I cleaned the grounds under the hood that I could find. Seems to be vacuum leak as well but can't find. Tried spraying injectors to test the seals.
