New or replace 240 headlights 200 1990

I have a left headlight with water in the lense and the right one could use a good outside cleaning, but I wonder if it is better to replace just the plastic portion of the headlight for each or buy a "new headlight assembly" for each side. I want to keep them looking shape and clear. Any comments would be appreciated and also who sells the best aftermarket light assembys/lenses.
