Raw fuel smell at startup, ocassional hickup when idling, lower mileage 900 1995

1995 940 Wagon, B230F, 8-Valve, 192,000 Miles

I've been monitoring my 940's fuel usage and idling behavior for some time now with no new major developments. My mileage still comes off a bit low (max is 23 mpg highway, much lower <20 city). On the highway, I usually set my cruise at 65 and usually get mediodre mileage (20-23). I recently got less that 18 mpg. I keep the car fairly well maintained, and usually drive the speedlimit, following most of the fuel conservation practices outlined in here. I've had regular oil and filter changes, cooling, tranny, and ps systems are flushed and filtered, recent new tires, Mobil1 oil.

For several months now, I've noticed that when initially started and idiling, I can smell raw gasoline. It's particularly noticable if I have to reverse after idling. The smell usually goes away after the car reaches normal operating temperature.

This smell was not present when I bought the car, and it has only been noticable for several months now. The begining of the smell roughly corresponds to the appearance of the hickup at idle. I have had experience with a bad FPR and I've checked for fuel smell from the vacuum hose - finding no smell or fuel in the line.

Whatever is going on it not threatneing the car's drivability, but I fear that it is a symptom of a slowly emerging problem - I just don't know what exactly.

Any thoughts of the source/reason for the fuel smell, idle hickup, and low milage - aside from the FPR?
