Loping idle, surging cruise 900 1994

TURBO 940 wagon has an irregular, slightly loping idle. However, it never acutally cuts off. It also surges to the same rhythm when running at a constant speed. You can feel the car speed up and slow down about 2 miles/ hour. I have removed/cleaned IAC and throttle body. I have run two cans of Techron through. It seems worse when the car is cold. Vaccum hose appear okay. No error codes thus far.

Ideas? MAF?
