Throttle CABLE broken? (picture of problem) 200

In responding to some suggestions to check my throttle cable (I posted a mesage concerning my gas pedal hard to push) It has bad spring tenstion. In the picture I took the throttle cable plastic looks broken and could be the cause of my problems to not give it good spring tension?
