This is a 90 turbo with a mitsubishi turbo (I think, I haven't checked lately).
I've got injection/mileage problems. I've always been able to hear my turbo whine a little as I approach 40-50 mph, but definitely not like it's actually spooling, just like the incoming air is pushing the turbine. If my wastegate were open slightly, could this be it? My AMM gives me errors when the outside temperature is above 50F, but tells me it's fine under about 50. This varies a bit with humidity.
